Letters to the chief of police
Dear Chief Evagelous,
this e-mail is in concern of the treatment of myself and other citizens of Wilmington by officers in your department during the last 48 hours.
My name is Kurt Chatfield, I live at 4117 Cedar Avenue. This e-mail is a synopsis of a incident that happened at my home on Monday night November 17, 2008; and the actions of officers in your department the following 32 hours.
Monday night I received a call from a residence that people were in the yard looking for someone that posted a listing on Craig’s list about rabbits for sale. I went outside to the front of the property to find one male, one female in my yard.
I asked if I could help them and what listing they where talking about. They replied that they were with the humane society and they had a complaint about miss treatment of animals, “naming rabbits,” in my yard. They inform me that they had a complaint about dogs chasing rabbits and killing them. I told them that yes we do have rabbits in the yard but we do not own any dogs, and I am curious why you are here.
They explained that they were here in concerned of the rabbits. I question them why haven’t they been looking at the dogs that are chasing the rabbits and killing them. I explained to them that I had been living here for 15 years and there were rabbits, possums and raccoons and I was looking for a dear to show up in any day now.
Next they started to question me about the features of the property. They asked me about features that they would have to encroach past the no trespassing signs. After pointing out three different no trespassing signs are visible from the street I asked them for their names. I informed them that they had trust past on the property and I was calling the police.
They ran to their cars which the woman parked in the driveway 20 feet from the street. I was standing between her and the street. She got into her car started it put it in to reverse she traveled 20 feet before abruptly applying her breaks as I sliety moved toard the street before being hit. I repeated myself that I was not going to move until they told me their names. She moved her car towards me again and ask me to move. I moved and they left with the man hollering to me as he fled that his name was Joe McQueen.
20 minutes later there were two Wilmington police officers in our yard investigating a report that someone here had detained someone from leaving. I reported to the officers that two people had come here and trusts past on my property and they had not given me there name and I wanted them to be told not to come back on this property. I informed the officers that I was standing in the driveway when this lady backed her car up and was told that that was a stupid thing to do.
The next morning I called Animal Control “Lize”(910-798-7500) and ask if any one had reported dogs running loose and killing rabbits in the area of Cedar Avenue between 41st St and 43rd St. I was told they had not been a report of dogs running loose, I made a complaint.
Later I called the humane society and spoke to Martha Rainer(910-763-6692) she informed me that she had no report of abuse or neglect at our residents and the people at my residence the night before were not from the humane society and she would like to know who was using the humane society name as a way to trust past at my home.
I called the Wilmington police department records division and requested a copy of the incident report or the names of the trespassers. They inform me that no report had been taken and they did not have the names of the trespassers. I was told the names of the responding officers(Richerson badge number 320 and Wilson badge number 146) and I could talk to Corporal Wilson at 4:45 when he came
in.
At 445 I called and left a message at dispatch that I would like Corporal Wilson to call me.
At 545 I called and left a second message at dispatch that I would like Corporal Wilson to call me.
At 620 Corporal Wilson returned my call and we had a discussion about the incident the previous night. When I inquired about the peoples names that had trust past on my residents the night before he inform me that he did not have their names and he was not going to file any kind of report on this incident. He informed me that
if he retrieved that information he would contact me.
Unsatisfied, 6:40 I called the Wilmington Police Department and spoke to Sergeant Kitrell the watch commander. I stress my concern that two people had trust past on my residents the night before and Corporal Wilson was not very interested in giving me the names of the people that had trust past on my residents the night before. She assured me that she was going to get the names and report back that information for me shortly.
At 840 Sergey Kittrell returned my call and informed me that I should let this incident go and the people that had trust past on my residents and attempted to run me over in my driveway should not be anymore problems to me. I told her that I was not satisfied with that I wanted the names of these people that trusts past on my residents. She indicated at the time that the police department was aware of their names but she would not give them to me. After a persistent conversation she informed me that she was washing her hands of this situation and turning it back over to Corporal Wilson to deal with. I still have not spoken to Corporal Wilson.
This morning I called your office and informed your secretary of my concern and dismay that I was not given him the names of the criminals that previously trust past on my residents. She told me that Lt. Lanier was there commanding officer and she would have him call me as soon as possible.
He return my call at 115. He informed me that the officers should have give me the names and he will get the names for me when the officers came in at 430.
515 Lt. Lanier call me and said he has spoken to Corporal Wilson and I would have those names tonight. Before we ended our conversation on the phone Lt. Lanier had the names and gave those to me. There names were Jill Franfflower and Peter McQueen. And they resided at 925 South Kerr Ave.. I informed him I had spoke to a magistrate and they informed me that they could not take a warrant
out on this woman that tried to run over me fleeing my home without the correct name and address for I was going to swear that the information that I gave them to be accurate and true.
After our conversation with little research on the Internet I discovered that 925 South Kerr Ave. was a moving company. When I called Lt. Lanier back and informed him of this fact he felt that it was time to go home.
And after a little more Internet investigation I discovered that the woman that identified herself as Jill Franfflower was not her name her name is Jill Breslauer founder and recicipt of the procedes of Conpassion In Action a for proffet amianl adoption center that charges $75 to $250 per adoption.

She has no affiliation with humane society and I am still not sure that her purposes in my yard were not criminal as per the abducting of the wildlife in the area for sale. Her association with law enforcement leads me to believe that people in your department were aware of the identity of this person and decided that they were not going to release that information.
I do not understand how this person can operate in our community with the protection and the secrecy of the police.
I hope this e-mail to you does not fall on death ears. I understand that you want to reach out to the community to form a bound with the community. But the actions of your officers have put me in more fear of the police then that of feeling that they will protect me from people trespassing on my residents.
